Mr. Don J. DeYoung is the Center for Technology and National Security
Policy's project manager for the congressionally mandated Section
913 DoD Laboratory Relevance study. In this position he plans and
organizes the activities of the study team, and writes the final
reports that are provided by NDU to the Department of Defense (DoD)
Director, Defense Research and Engineering.
Mr. DeYoung is on detail to the Center from the Naval Research
Laboratory (NRL) where he is the Executive Assistant to the Director
of Research. In that position he investigates general management
issues, conducts special studies, and develops responses to Navy,
DoD, and congressional policy. This often involves interacting with
external agencies on sensitive issues that affect NRL and the Navy.
He has served as a Navy analyst on two DoD base closure projects-Base
Realignment and Closure (BRAC-95) from 1994 to 1995, and VISION-21
in 1997. For BRAC-95, he developed the key analytical tool used
to evaluate the Navy's RDT&E infrastructure. His analytical
approach was mentioned in the Secretary of the Navy's testimony
to the BRAC Commission. He was also one of two Navy analysts on
the DoD's Cross-Service Working Group, which examined ways to eliminate
excess infrastructure in the DoD's Test and Evaluation community.
In these roles he worked with staff of the Office of the Secretary
of Defense (OSD), President's Base Closure Commission, General Accounting
Office, and Congress. His efforts during BRAC-95 were recognized
with a special act award presented by the Secretary of the Navy.
From 1995 to 1996 he served on a study team assembled to assess
the purpose, organizational structure, and direction of the Office
of Naval Research (ONR). For this project he developed the key conceptual
approach that made it possible to evaluate ONR's direction. Special
recognition of this contribution was made in the study's final report.
The team was composed of individuals with backgrounds in R&D
management, Fleet operations, and White House national security
policymaking.
He has had articles published in the U.S. Naval Institute's Proceedings.
His last article on the subject of strategic
vision is required reading for a course taught at the U.S. Army
War College. An article written on NRL's achievements in materials
research was published in the Minerals, Metals & Materials Society's
journal, JOM. And, to commemorate NRL's 75th anniversary in July
1998, he wrote a history of 75 of the Laboratory's most important
technical accomplishments.
Mr. DeYoung received the Navy Meritorious Civilian Service Award
in 1995 and the ONR Group Achievement Award in 1997. He has a master's
in Public Administration from Syracuse University and a master's
in National Security Studies from Georgetown University.
