Integrated Impacts of S&T on Defense/National Security

As part of the Defense Technology effort, CTNSP studies have provided important documentation that has been valuable to the Science and Technology(S&T) leadership in DOD and within each of the Services. One such study, conducted on Army weapon systems and informally named "Hindsight Revisited," examined a number of weapon systems to assess the role of S&T in providing key capabilities. An important finding in the study was that a majority of the technology investments that contributed to weapon system capability were in fact traceable to DOD support. In exploring how weapon systems were taken from conceptual design phase to full scale production, the study emphasized crucial factors in the weapon system development. One of the most important of these factors was that effective technology transition emanated from the close collaboration between technologists from both the in-house laboratories and the private sector, and the acquisition community. It was noted that the close cooperation between technologists was especially important because between them they were responsible for the great majority of the critical technology events that enabled final weapon system capabilities.
