On 13 Feb 2012, CTNSP hosted an open seminar by Dr. Julia Lane of the National Science Foundation (NSF). To help address the questions “What's the basis for DOD science and technology policymaking?” “Is it ‘faith’ based?” “Is it empirically based?” “Is it rational?” “What can be learned from examining the basis of non-DOD science and technology policy?” Dr. Lane discussed the SciSIP program’s genesis, what’s been learned, and vision. She also discussed the multiagency STAR METRICS initiative that is developing a common empirical infrastructure to help the federal government document the value of its investments in research and development.
