Richard
L. Kugler, Ph.D
Distinguished Research Professor
Dr. Richard L. Kugler is a Distinguished Research Professor at the
Center for Technology and National Security Policy, where he performs
analyses. His specialty is U.S. defense strategy, global security
affairs, and NATO. He advises senior echelons of the Office of Secretary
of Defense, the Joint Staff, and the interagency community. An operations
research analyst and political scientist, he holds a Ph.D. from
the Massachusetts Institute of Technology.
From 1988-1997, he was a research leader at RAND. From 1984-1988,
he was Director of DoD's Strategic Concepts Development Center,
where he advised the Secretary of Defense and Chairman, Joint Chiefs
of Staff. From 1975-1984, he was a senior executive in the Office
of Secretary of Defense. During 1968-1972, he was an Air Force officer,
including a tour in Southeast Asia. He has been awarded the Secretary
of Defense Exceptional Civilian Service Medal and other decorations.
He is author or editor of fourteen books on U.S. national security
strategy and defense planning, plus articles in Foreign Affairs,
Survival, and other journals. He is one of the original advocates
of NATO enlargement and the NATO Defense Capability Initiative.
Recently he was co-editor of The Global Century: Globalization
and National Security (Volumes 1 and 2). Currently, he is working
on the defense plans, force transformation strategy, and regional
security priorities of the Bush Administration.
