Elihu
Zimet, Ph.D.
Distinguished Research Fellow
Dr. Elihu Zimet joined the Center as a Distinguished Research Fellow
in January 2002 as an IPA from the Potomac Institute for Policy
Studies. He is currently working on issues relating to the role
of technology in military transformation. From 1991 to 2002, as
a member of the Senior Executive Service (SES), he headed the Special
Programs, and subsequently, the Expeditionary Warfare Science and
Technology Department at the Office of Naval Research (ONR). In
these positions he directed basic research, applied research, and
advanced development programs in missile, gun and directed energy
weapons, aircraft, avionics and propulsion, low observable and counter
low observable technologies. He also was responsible for technology
support for the Marine Corps. In this position he had oversight
of the Cruise Missile Defense, the Precision Satellite Targeting
System (PSTS), and the Extending the Littoral Battlespace (ELB)
Advanced Concept Technology Demonstrations (ACTD's).
From 1981 to 1991 he was a program manager and division head at
the Office of Naval Technology (ONT) where he managed programs in
weapons, missile propulsion, directed energy, surveillance, electronic
warfare, aircraft, and ship applied research. Dr. Zimet started
his government career at the Naval Ordnance Laboratory in 1971 working
on gas dynamic and chemical high energy lasers, and after the laboratory
became part of the Naval Surface Warfare Center he became branch
head of the Detonation Physics branch. From 1969 to 1971 he was
a lecturer at Yale University where he did research in the field
of fluid mechanics.
Dr. Zimet holds a BS (ME) from the Polytechnic Institute of Brooklyn
(1962) and a Ph.D. from Yale University (1969). He is an off-campus
graduate of the Naval War College. He served for many years on NATO
AGAARD, and RTO technology panels. He was twice awarded the Meritorious
Presidential Rank Award in the SES and has also been awarded the
Distinguished Civilian Civil Service Award.
