Captain Buell was born at Westover Air Force Base, Massachusetts. Growing up
in an Air Force family, he lived and traveled extensively throughout the United
States and Europe. He is a 1976 graduate of High Kaiserslautern American
High School, Germany.
Captain Buell is a 1980 graduate of the University of Texas at Austin, receiving a
bachelor’s degree in Business Management. Upon graduation, he was commissioned
into the Navy via the ROTC program.
In 1981, Captain Buell entered initial flight training, and received his wings in
April 1982. He commenced initial helicopter training later that year. In September 1982, he reported
to Naval Air Station Jacksonville as a Search and Rescue (SAR) Pilot. In 1984, he reported
to Helicopter Antisubmarine Squadron ONE (HS-1) for initial Antisubmarine Warfare (ASW)
training.
Captain Buell reported to Helicopter Antisubmarine Squadron NINE (HS-9) in September 1984.
During this tour, he served as First Lieutenant, Aircraft Division Officer, and ASW Officer. In
1987, Captain Buell returned to HS-1 as an SH-3 Seaking flight and ASW classroom instructor.
Captain Buell joined ship’s company USS IWO JIMA (LPH-2) in 1989, and served as a UH-1
Huey SAR pilot and Assistant Operations Officer. In 1990, IWO JIMA deployed to Operation
Desert Shield/Desert Storm. Captain Buell reported to Helicopter Antisubmarine Squadron
FIFTEEN (HS-15) in 1992 and served as Maintenance Officer, overseeing the squadron’s transition
from the SH-3 to the SH-60 Seahawk. In 1993, Captain Buell reported to the Bureau of
Naval Personnel and served as an Aviation Assignment Officer. He returned to flying in 1996 as
Executive Officer of Helicopter Antisubmarine Squadron ELEVEN (HS-11). He assumed command
of HS-11 in 1998. During this tour, the squadron received awards for Battle Efficiency,
outstanding maintenance and safety, and ASW excellence. In 1999, Captain Buell reported to
USS ABRAHAM LINCOLN (CVN-72) as Navigator, and deployed to the Western Pacific.
Captain Buell is a 2002 graduate of the Industrial College of the Armed Forces (ICAF), National
Defense University, Washington DC. Upon graduation, he was assigned to the Missile Defense
Agency as the Director for Joint Warfighter Integration. Since 2005, he has served on the ICAF
faculty. His teaching areas include National Security Studies, Leadership and Information
Strategy, Regional Studies (Central Asia), Industry Studies (Space), and Elective Studies (Executive
Communications). He currently serves as the ICAF Dean of Students and Chief of Staff.
