Colonel Randy Keys is the Chief of Staff/Dean of Students at the Industrial College of the Armed Forces at National Defense University.
He teaches an elective on the Law of Armed Conflict. Prior to assuming his current duties, Colonel Keys was a faculty member in the
National Security Studies Department.
Colonel Keys has more than 20 years of experience as an Army Judge Advocate serving twice as the Staff Judge Advocate at large training installations
and once with a deployed Joint Task Force. As a Staff Judge Advocate, Colonel Keys supervised legal staffs ranging from 6 to 25 attorneys, who provided
a broad range of legal services.
From 1995-1999, Colonel Keys was on the faculty of The Judge Advocate General’s School, serving two years as a Professor of Administrative and
Civil Law and two years as the Deputy Academic Director/Assistant Dean. Other assignments as a Judge Advocate included tours as a prosecutor,
defense counsel, administrative law attorney, and deputy staff judge advocate. Prior to coming on active duty as a Judge Advocate, Colonel Keys served
for six years as an Engineer Officer in the Army Reserve.
Colonel Keys holds a Bachelor of Science in Biology from the University of Wisconsin-Platteville, a Juris Doctor (cum laude) from the University of Minnesota,
a Master of Laws in Military Law from The Judge Advocate General’s School, and a Master of Science in National Resource Strategy from the National
Defense University. Colonel Keys is also a graduate of the U.S. Army Command and General Staff College.
