Welcome to the Center for Applied Strategic Learning! CASL is part of NDU’s Institute for National Strategic Studies. We design and execute
strategic table top simulation exercises on a variety of regional and functional issues. Our analytical teams write reports and course of
action options from these events. Our varied audiences include National Defense University faculty and students, interagency community
partners, the United States Congress and numerous outreach stakeholders.
The Strategy and Operations Division, headed by Steve Goodwin, has conducted many exercises for the component colleges of National Defense
University, several Combatant Commands and partnered extensively with other Federal departments. This division emphasizes exercises as vehicles
for experiential learning.
Col Lou Ortiz directs the Policy Division which includes the Strategic Policy Forum, our series of national security and homeland defense
exercises for Member of Congress and senior Executive branch officials. SPF constitutes its core, but the policy division also conducts exercises
for other policy makers, stakeholders and analysts across government on a variety of strategic security topics and plans to expand this capacity.

The design and execution of simulations is our primary competence, but we also employ many subject matter experts and researchers. Our
capabilities include a virtual Exercise Lessons Learned and Analysis program, which writes about the methodology of simulation design as well
as lessons extracted from particular exercises. We plan to launch a publically open seminar series on these issues in the summer of 2009. Dr. Margaret
