Col Lou Ortiz is a Senior Military Fellow in the Center for Applied Strategic Learning, where he serves as the Director of the Strategic Policy Forum. Prior to joining the CASL, Col Ortiz was the Reserve Advisor to the Secretary of the Air Force Office of Legislative Liaison. Before that, he was assigned to the Pentagon as Chief, Legislative Issues and Initiatives, working for the Chief of Air Force Reserve. While there, he developed and advocated personnel and policy issues for the reserve components. Earlier assignments included numerous operational tours. Col Ortiz holds a B.S. from Black Hills State University, a Master of Public Administration from Troy State, and a Juris Doctor from Texas Tech University. He completed senior service school as a National Security Fellow at Harvard’s Kennedy School of Government.

Mr. Harwood is Deputy Director of the Center for Applied Strategic Learning's Strategic Policy Forum.  Previously, he was Acting Coordinator for the Senior Policy Seminars Division at the State Department's Foreign Service Institute.  In this capacity, he designed and conducted foreign policy planning exercises and roundtable discussions on a wide range of security, political, economic and global issues for the Department and foreign affairs agencies.  A retired career Army officer, his last postings included the U.S. Army War College and assignments as program manager at the Army’s Peacekeeping Institute; executive assistant to the Chief of Staff for Plans and Policy, Supreme Allied Command Atlantic; and United Nations Force Command plans and operations officer in Somalia.  He served in three U.S. Army infantry divisions, including the 24th Infantry Division during Operation Desert Shield/Storm.  Mr. Harwood is a graduate of the U.S. Military Academy and earned masters degrees from Webster University and the U.S. Army School of Advanced Military Studies.

Mr. Kligge joined the Strategic Policy Forum in September 2002 after completing his Masters in International Affairs, Security Studies at George Washington University's Elliott School of International Affairs.  Prior to George Washington, Mr. Kligge attended Lafayette College where he graduated with honors in International Affairs and Government & Law.  His undergraduate thesis was entitled, "Missile Escrow: A New Policy Proposal for Nuclear Arms Reduction."  His areas of research have included terrorism, nuclear, chemical, and biological weapons and associated policies, and Russia and Eastern Europe.

Dr. McCown joined the Strategic Policy Forum in 2004.  She has been a fellow at the Max Planck Institute for Research on Common Goods in Bonn, Germany, where she did work on bounded rationality and collective actors' role in public goods dilemmas.  She holds a Doctorate in Political Science from the University of Oxford (2004) and a MSc. in European Politics and Policy from the London School of Economics (1998).  She has published on European Union and judicial politics and sits on the editorial board of the Journal of European Public Policy and affliated with the MPI.  In addition to general contemporary strategic and security questions, Dr. McCown is particularly interested in the relationship between inference methods and game design; trans-Atlantic relations and their implications for security initiatives; and international and EU law.

CDR Chris Robinson is a native of Long Island, New York. He received his commission in the United States Navy through the NROTC program at Rensselear Polytechnic Institute where he graduated with a Bachelors of Science in Aeronautical Engineering in 1989. CDR Robinson attended Navy flight training and received his designation as a Naval Aviator in 1990 and went on to serve in various operational squadrons as an SH-60B Seahawk helicopter pilot. His operational experience includes overseas deployments in support of U.S maritime efforts during crises in Bosnia and Kosovo, maritime interdiction operations in the Persian Gulf, and counter-narcotic operations in the Caribbean Sea and eastern Pacific Ocean. CDR Robinson is a DOD Acquisition Professional and has served at Naval Air Systems Command as the Lead Systems Engineer and Integrated Product Team Lead for the MH-60R helicopter program. CDR Robinson holds Master and post-Master degrees in Aerospace Engineering from the Naval Postgraduate School and a Masters in Military Studies from Marine Corps University. Prior to coming to NDU, CDR Robinson served as a Federal Executive Fellow in the Foreign Policy Studies Program at the Brookings Institution.

Col Tomisek is an independent consultant providing support to the Strategic Policy Forum.  During more than 28 years of military service, he gained significant expertise in Marine Air Ground Task Force (MAGTF) employment, joint and interagency planning and operations, and entry-level training and distance learning.  His last active duty assignment was as a Senior Military Fellow in the Research Directorate of NDU's Institute for National Strategic Studies.  Prior to joining NDU, he served as Head, Expeditionary Policies Branch, Headquarters, U.S. Marine Corps, where he oversaw resource allocation and advocacy for the MAGTF's ground combat element and provided policy oversight of MAGTF special operations capabilities, the Marine Corps' amphibious and naval surface fire support interests, and its afloat and geographic pre-positioning programs.  He is a graduate of the Industrial College of the Armed Forces, The George Washington University (MPA) and Ohio State University (BS).

Maj Terri Raines is a Senior Military Fellow in the Center for Applied Strategic Learning. She received her commission in 1994 through AFROTC at the University of Tampa. Upon graduation Maj Raines reported to the Air Force Operational Test and Evaluation Center at Kirtland AFB, NM as a test analyst. She was then assigned to Shaw AFB, SC as part of the Air Force’s Central Command component where she managed specialized intelligence support communications systems. This was followed by a tour to Beale AFB, CA where she served as the communications Chief of Maintenance and as the wing executive officer. She then reported US Central Command where she managed multiple unclassified and classified networks at both the Tampa headquarters and the forward headquarters in Qatar. Maj Raines was then reassigned to Keesler AFB, MS where she was the Director of Operations for a communications training squadron, followed soon by assignment to Naval Postgraduate School as a student. Her career has included many deployments to Southwest Asia in support of multiple operations. Maj Raines holds a Bachelors of Science in Computer Information Systems from the University of Tampa, an M.S. in Information Technology from Webster University, and an Master of Arts in National Security Affairs from Naval Postgraduate School. She completed intermediate service school in-residence at Naval Postgraduate School.

Ms. Gergely brings to the Strategic Policy Forum more than 16 years of experience in strategic planning and communications, marketing and research in the government, non-profit and private sectors. As a consultant, she currently leads SPF's outreach activities to Members of Congress and Executive Branch leaders. Prior to joining SPF, Ms. Gergely led major communications, branding and research initiatives at several organizations, including the American Security Project, a national security think tank, and Intersections Inc., a publicly-traded company that provides information security and identity theft protection services to consumers, where she also served on the management team that guided the company's initial public offering. She is a veteran of Capitol Hill, having served as Press Secretary to a Member of Congress and House Armed Services Committee member as well as Director of Communications for a major Congressional campaign. Ms. Gergely holds a Bachelors degree in Political Science from Penn State University and graduated with "highest distinction" from Carnegie Mellon University's H. John Heinz III College with a Master of Science in Public Policy and Management. At Heinz she studied the impact of information technology on public policy, particularly in the area of national security. Her group thesis project is entitled, "A Data Mining Approach to Improving the Accuracy of Automatic Verification of a Comprehensive Nuclear Test Ban," which was produced at the request of the Comprehensive Test Ban Treaty Organization (CTBTO) of the UN.

Mr. Wilkie is a Research Associate in the Strategic Policy Forum. He is a graduate of the University of Chicago (AB) and The Fletcher School of Law and Diplomacy (MALD), where he wrote his thesis on the application of decision-making theories to free-form gaming. Previously he worked as a Foreign Service Officer for the Department of State, serving in Colombia and Chile. In addition to his ongoing focus on Latin American security and economic issues, he is particularly interested in issues related to game methodology, design, and execution, including both the history and the future of gaming as a tool for learning, analysis, and policy.

Mr. Schwartz is a Research Assistant in the Strategic Policy Forum. Prior to joining SPF he worked on nuclear nonproliferation and stockpile stewardship issues at the Center for Strategic and International Studies. He also served as a Government Fellow with the Israel Ministry of Industry, Trade and Labor in Jerusalem, where he helped expand investment in Israel’s high-tech, biomedical and water technology sectors. A student of globalization, Gil has extensive international experience in over twenty countries, including much of Southeast Asia, Europe and Latin America. He is a magna cum laude graduate of the Joint Program between Columbia University and the Jewish Theological Seminary, where he received separate Bachelor of Arts degrees in political science and theological studies.

Ms. Chelminsky graduated with honors from Boston University with a degree in International Relations specializing in foreign policy and security and Middle Eastern affairs, with a concentration in economics. Previously an intern at the Strategic Policy Forum, Ms. Chelminsky is a consultant supporting SPF with execution, marketing and game design. Ms. Chelminsky studied abroad in Israel for a year at Tel Aviv University taking classes in the Arab-Israeli conflict, and studied European affairs in London for a semester. She was also a research assistant at the Institute for Counter Terrorism. Her areas of interest include foreign affairs, history and globalization.
