 ABOUT SPF
The Office of the Secretary of Defense established the Strategic Policy Forum to include Members of Congress in the type of crisis simulation already being conducted for senior national security officials in the Executive Branch. This effort is intended to include Congressional input and perspective, and strengthen the bridge across the seams of government when faced with national and homeland security issues.
CONGRESSIONAL CRISIS SIMULATION EXERCISES

PARTICIPANTS:
SPF exercises are drawn from sitting Members of Congress and current Executive Branch policymakers at the Assistant Secretary level in order to encourage collaboration on policy making.
FORM:
SPF exercises are conducted as tabletop, not-for attribution discussions. Participants respond to realistic crisis scenarios (present via short videos and slides) by openly discussing policy options.
SCENARIO:
Each exercise is set in the context of a realistic, near-term security challenge. The topics are not set in the distant future, and are not highly speculative projections of the issues, but rather current issues, with scenarios generally set less than twelve months from the date of the exercise.
TOPICS:
With a total of 4-5 exercises per year, topics address current and near-future homeland and national security issues. General topics include:

EXECUTION:
Exercises are conducted on a “not for attribution” basis, which tends to promote the most active, uninhibited exchange of views. We can conduct up to two simultaneous cells of 16-20 Congressional and Executive Branch participants playing the same scenarios consisting of three seperate moves, and concluding with interactive, lessons-learned "hotwash" sessions. The duration of the exercise is about two and half hours. Press kits are available for press releases at the conclusion of the exercise.
