Relevant Professional Experience:
Immediately prior to joining the IRM College faculty, LCDR Franks worked for 3 years as Help Desk Manager & Technical Support Leader for an Oracle database application used by all UK Royal Navy ships and shore bases to administer active duty and reserve personnel pay and allowances. Between 2000-2003 he was a Staff Officer in the NATO Headquarters C3 Staff in Brussels, Belgium, maintaining and developing NATO messaging and data exchange standards. From 1998 until 2000 he was stationed in the UK at NATO's Headquarters Allied Forces Northwest Region where, as a J6 Staff Officer, he helped formulate regional Information Systems policies and undertook the role of regional Y2K Compliance Deputy Project Manager.
