LTC Gregory Pickell—National Guard LTC Pickell is the Government Program Manager for the Emergency Management Nexus (EM Nexus), a local-to-national civil-military training, education, and collaboration capability for staffs and Individuals. His other duties include acting as the Contracting Officer's Representative (COR) for a variety of training and education development programs, including Distance Learning courseware development, National Guard Civil Support Team (NG-CST) training, WMD training, and other initiatives in the National Guard Bureau Joint Training Directorate. Prior to assuming his current duties, LTC Pickell served as Chief, Congressional Activities Branch, Office of Congressional Legislative Liaison, National Guard Bureau, Arlington, Virginia, where he was responsible for the development and coordination of the annual legislative strategy of the National Guard Bureau. His additional duties included Congressional testimony development for the Chief, National Guard Bureau, and the Director, Army National Guard. LTC Pickell's professional background includes service to the Assistant Executive Officer, Office of the Assistant Secretary of the Army (Manpower and Reserve Affairs), Pentagon, Washington, D.C. where he was responsible for daily management of the Assistant Secretary's professional Staff. Prior to dinning the uniform full time in 1998, LTC Pickell was an Adjunct Staff Member, Institute for Defense Analysis (IDA) where he supported the assessment of National Guard Brigade performance pursuant to implementation of the -National Guard - DARPA Simulation in Training for Advanced Readiness (SIMITAR) training technology program. This effort followed his work as a DAPRA SETA contractor, where he managed budget execution for the $105M SIMITAR development effort. LTC Pickell is a 1984 graduate of the United States Military Academy at West Point. He earned a Masters degree in National Security Studies from Georgetown University in 1995. He is a graduate of the Army Command and General Staff Course. His awards include the Bronze Star Medal and the Joint Commendation Medal. |
