Relevant Professional Experience:
Lt Col O’Brien has worked for seven years in the Intelligence Community.  At the National Security Agency he was the IT customer liaison for the National SIGINT Requirements Process and at the Defense Intelligence Agency he was the Chief Information Officer staff officer for the HUMINT Management System.  He also served as the NATO Administrative Chief for the team that produced two landmark documents for the Dayton Peace Accords of Bosnia-Herzegovina and as Executive Support Officer to SECDEF William J. Perry.  Finally, he was the Executive Officer to the Chief Information Officer, Defense Logistics Agency and worked on the E-publishing initiative for Air Force administrative publications.

Scholarship:
Lt Col O’Brien’s areas of research interest include performance management, public policy, and ethics. He is currently pursuing a Ph.D. in Public Administration and Policy from Virginia Tech.
