CHDS conducts resident courses at the National Defense University campus, plus other courses and programs throughout the Western Hemisphere. Participants selected to attend a course at CHDS in Washington, DC are identified by one of the following methods:
- Scholarships are offered to military and civilian participants identified by the US Embassy Country Team in collaboration with Ministries of Defense and other institutional partners.
- Civilian candidates self-nominate, and after an evaluation and selection process a limited number of scholarships are awarded.
- Ministries of Defense and other institutional partners provide the funding for participants to attend CHDS courses.
- Individuals qualify to attend, and pay their own expenses to attend.
CHDS also conducts courses for pre-selected audiences for which applications are not accepted. These courses take place at CHDS and throughout the Western Hemisphere.
