Message from the Editor

Welcome to the latest edition of the Security and Defense Studies Review. With this volume, we complete seven years of providing an open on-line forum for academics and military and civilian defense officials throughout the Western Hemisphere to exchange their ideas for better assuring the security and defense of their nations, and of all nations in our region.

This edition of the ejournal is based on articles received from our graduates, associates, and general readers, as well as two articles by scholars working here at CHDS. The topics presented undergird the broad scope of the Security and Defense Studies Review, and reflect the considered judgment of scholars, civilian and military, on significant issues relating to our security and defense. Abstracts of the contributions in all three Center languages and biographical sketches of the authors appear below the title entries on the SDSR webpage.

I hope that you enjoy this latest edition and, on behalf of all of us at CHDS, please consider contributing to future editions. The window is now open for submissions to be considered for 2008. I invite you to consult the submissions requirements on the ejournal webpage as well.
