Dear Colleagues,This issue of the Security and Defense Studies Review contains contributions from academic and military scholars on a variety of topics. Denise Garcia and Federico Toranzo examine the matter of arms transfers and availability in Latin America from different perspectives, legal remedies and extralegal threats. Hector Vergnaud presents the results of his research on interoperability among hemisphere countries in an age of very rapid change. Two essays round out the offering, one by Arnoldo Brenes on the legal bases for dealing with terrorism in the Americas, and the other by Marcello Tapia following up on Chilean activities in Peacekeeping Operations in Haiti (to which the first issue this year was devoted).
This issue does represent another first for our electronic journal, the publication of an article by the Director. This article first appeared in the Joint Forces Quarterly, a publication of the National Defense University through the NDU Press. It is also unique in that it is presented in all three languages used by the SDSR, English, Portuguese and Spanish.
This short piece, “Defining Integrated Operations,” deals with how to classify terminology to achieve standardization with respect to defense and security matters, including joint, combined, interagency and integrated activities involving multiple players. This is important to Western Hemisphere defense and security in a variety of contexts involving military, government, and civilian contributions.
As always, your comments are invited on the value of the SDSR and the articles presented for you, both in terms of content and in terms of the general direction of the e-journal. We appreciate your continued participation in the activities of CHDS, and urge you to consider contributions to the Security and Defense Studies Review. We are now accepting manuscripts for calendar year 2006.
