Message from the Editor

On 10-12 July 2007 at Lima, Peru, the Center for Hemispheric Defense Studies, in conjunction with the Ministry of Defense of Peru, sponsored a Sub-Regional Conference (SRC) with the title:  Confronting Transnational Challenges:  Toward Cooperation in Defense and Security.  In preparation for the Conference, a call for papers was issued giving candidates for participation in the SRC the opportunity to prepare works for presentation at the SRC.  About 30 works were selected for presentation at the Conference.  From those, eight were selected by the CHDS Faculty moderators to be published in this edition of the Security and Defense Studies Review.  The essays are listed on the edition homepage, and each is accompanied by an abstract (resumen, sumário) in the three languages used at CHDS.  I invite each of you to peruse the abstracts to acquaint yourself with the scope and thesis of each of these essays.  We believe each is worthy of your attention and each makes a contribution to greater understanding of ways in which cooperation can enhance the security of our respective countries.

Even as this edition is published, we are working on future editions of the SDSR.  I invite you to submit articles, essays and reviews for consideration for publication in this electronic journal of the Center.  Please know that as always we encourage your commentary and observations on the ejournal and on the broader programs of CHDS.
