Captain, Argentine Navy

Captain Martínez is the current Argentine Visiting Scholar at the Center for Hemispheric Studies (CHDS), National Defense University. Prior to assuming his duties at CHDS he completed a year as a student at the Naval War College in Rhode Island. As a Naval officer, his career includes a variety of duties abroad, ashore and at sea. He served as Commanding Officer of the F.P.B. ARA “Indómita”, home ported in Ushuaia, and Corvette ARA “Espora” assigned to the Argentine Navy Combat Fleet, home ported in Mar del Plata. He was co-developer of the first Computer-Assisted Tactical Training System (ADITAC) for the Argentine Navy (1984 – 1989). Between 1999 and 2001, before coming to U.S. and while serving as Director of the War Gaming Department at the Naval War College in Buenos Aires, he was the Project Director of the Computer-Assisted Operational and Crisis Simulator for the Argentine Navy. His staff experience includes serving as Training Officer of the Fleet (1996) and Operations Officer of the Argentine Navy Southern Area Command in Ushuaia (1994-1995). He took part in the Malvinas War as the Communications Officer of the CTG 79.2 on board DDG ARA “Hércules”. Other duties at sea include: CIC and Assistant Operations Officer on the CV ARA “25 de Mayo”, CIC and Operations Officer on the DDG ARA “La Argentina”.  He graduated from the Argentine Naval Academy (1975). He earned certification in Naval Systems and graduated from the Navy as an Operations Researcher (1981), Argentine Naval War College (1992), Venezuelan Naval War College (1996), and U.S. Naval War College (2002). He received his postgraduate degrees in Business Organization and Negotiation from the Central University of Venezuela (1996) and Catholic University of Argentina (2000) respectively.
