Objectives, Decision-Making and Lessons Learned for the Canadian Peace-Keeping Operation in Haiti, 2003-2005

The author of this paper, Glen Milne, is an adjunct professor at Carleton University - Ottawa, and consultant providing strategic facilitation, design and training. He has been a consultant to all levels of the federal government, from the Prime Minister and Cabinet, to remote Northern aboriginal communities, and is the author and publisher of the continuously updated publication 'Making Policy: A Guide to the Federal Government's Policy Process' which is used as a training guide by many federal agencies. The diagrams and some descriptions of the decision-making for PKO were excerpted from a paper on National Security Decision-Making by Glen Milne (the author of this paper) and Dr. David Last (Lt. Col) of the Royal Military College of Canada, that will be published by McGill-Queens University Press as part of a book on military doctrine later in 2005.
