Relaciones entre las Fuerzas Armadas y el Poder Legislativo en Chile:
Análisis y proposiciones

 Mario Polloni, Arturo Contreras y Claudio Ortiz

Mario Polloni C. is a retired Lieutenant Colonel from the Chilean Army.  Polloni has his law degree from the Universidad Católica de Chile, and a Master’s in National Security from the Naval Post-Graduate School in Monterrey, California.  He has authored essays and publication in military journals in Chile and abroad, of note:: “La Movilización de Recursos Materiales e Industriales en el Estado de Excepción Constitucional de Asamblea”, and “Los Poderes de Guerra y las Relaciones de Conflicto entre el Presidente y el Congreso en Estados Unidos: Estudio de Casos en el Golfo Pérsico y Haití”.  Currently, Mr. Polloni is an advisor on the Minister of National Defense’s Advisory Committee, and Professor in the School of Law at Chile’s Army War Academy.

Colonel Arturo Contreras P. es especialista en Estado Mayor. Contreras is a Professor of Military History and Stategy, with a Master’s in Security and Defense from the Universidad Complutense de Madrid. He is a graduate of the Advanced International Studies Course of the Spanish Society of International Studies, and professor for the same.  Contreras has authored several publications, among them: “Chile: Proceso Político y Rol Militar en el siglo XIX”, “Introducción a los Estudios del Conflicto, la Guerra y la Estrategia”, “Chechenia, el Camino de la Derrota”.  In addition, he has written many articles and essays on topics of his specialization and profession.  Contreras has served as head of the department of Stratety in the graduate programs of the Army War Academy, the Military Polytechnic Academy and the National Academy of Policy and Strategic Studies; of the department of International Studies of the University of Santiago; and of the department of Latin American Studies for the Universidad Complutense’s summer program.  Currently Colonel Contreras is the Deputy Director of the National Academy of Policy and Strategic Studies.

Claudio Ortiz L., is a graduate in History from the Universidad Católica of Chile. He has been a researcher on several Chilean political and cultural history projects. From 1995-2000 he was an advisor to the President of Chile, Mr. Patricio Aylwin. Ortiz is a Master’s candidate in political science with a focus in defense at the Universidad Católica. Currently Mr. Ortiz is cultural and historical advisor to the Chilean Minister of National Defense.
