Panel Discussion at CHDS Defense Policies Course for IADC Students

During the CHDS Course on Defense Policies for the Inter-American Defense College, the faculty convened a panel discussion on "Conflicts in Political-Military Relations," where concepts such as the influence of different models for civil-military relations in the region, political control over the armed forces, and the broadening leadership of the political community in defense issues were discussed. The panelists, CHDS Professors Isidro Sepúlveda, Boris Saavedra, and Jaime García-Covarrubias, joined Course Director and Moderator Guillermo Pacheco-Gaitan in analyzing specific cases in Spain, Venezuela, and Chile. Participants examined the characteristics of political-military relations and the underlying tensions between civilian and military leaders that can have impacts on the formulation of national defense policies and practices.
