CHDS Videoconference with Chile’s Naval War Academy
On March 15, CHDS conducted a two-and- a-half-hour video conference with Chile’s Naval War Academy in Valparaiso. The event was conducted by Professors Jaime Garcia-Covarrubias, Michael Gold-Biss, and Carlos Ospina-Ovalle. The conference on “Seminar on Grand Strategy,” included three main presentations and was followed by a lively exchange with the audience of students, faculty, CHDS alumni, and invited guests from academia.
Professor Gold-Biss began with a three-part presentation on the national security policy of the United States and the international situation; the National Security Strategy of the U.S. and its impact on the region; and, decision making in crises and international perceptions. Professor Garcia-Covarrubias followed with an analysis of the strategic problems of the region; the growing interrelationship between security and defense; and strategy and military transformation in the region. Professor Ospina-Ovalle concluded with a discussion of the Colombian conflict and the implications for the region; the geopolitics of the region; and, the question of the use of force between states in the region.
