	<description><![CDATA[Former CHDS Student and Faculty member COL Rui Chagas Mesquita has been appointed as the Chief of the Brazilian Air Force Liaison Office to the Brazilian Congress (Chefia da Assessoria Parlamentar do Comandante da Aeronáutica [ASPAER]). ASPAER was established in 2004 to strengthen the Air Force's relationship with the institutions representing the Executive, Legislative, and Judicial branches of the Brazilian government. COL Mesquita was a CHDS Visiting Scholar in 2007.

	<description><![CDATA[Forty-two students from 14 different countries completed the 2012 Perspectives on Homeland Security and Defense (PHSD) course in Colorado Springs on Friday, 27 April.
The students spent the second week of the two-week course examining how U.S. Northern Command (NORTHCOM) manages homeland security and homeland defense issues.
