On October 25th there will be a dinner at the National War
College featuring two perspectives on Hurricane Katrina from
Bruce Shapiro and Horace "Topper" Thompson.
On October 26th, we will have a media/psychosocial panel
and a government/military panel which will lead into breakout
sessions where we hope to articulate actionable options for
society, the government, the private sector, the media, and

Common Technology 2002: Commercial IT for Defense
Transformation
December 5, 2002
Common Technology 2002 - Commercial Information Technology
for Defense Transformation is a one day conference designed
to identify critical issues in need of resolution. The program
defines the importance of IT in defense transformation and
examines how the issues are addressed both nationally and
internationally. The different perspectives of large traditional
DoD suppliers and small innovative businesses will also be
looked at and discussed.
Finally the issues will be brought together and examined
during the Town Hall session and recommendations made to address
problem areas in a series of follow-on workshops. It is envisaged
that the identified issues will be subsequently addressed
in detail through formation of technology issue clusters (TIC's).
The TIC's would develop and recommend solutions at workshops
to be held over coming months. Attendees will be eligible
to join the groupings and help define solutions.

Homeland Security: The Civil-Military Dimensions
In Partnership Between The National Defense University &
The University of Maryland
September 19-20, 2002
We participated in the 2002 Joint Operations Symposium on
Homeland Security: The Civil-Military Dimensions. This
symposium sought to enhance the civil-military dialogue on
the implementation of homeland security efforts since the
terrorist attacks of September 11th, 2001. The National Defense
University, in partnership with the University of Maryland,
asked a range of senior officials and prominent scholars to
consider questions such as the following over the two days
of panel discussions: How far has the nation come in the past
year toward reaching an acceptable level of domestic preparedness
against the threat of terrorism and what remains to be done?
Are the various federal, state and local entities properly
organized and integrated to prevent and respond to terrorist
attacks? What are the strengths and limitations of the legislation
before the Congress to creat the Department of Homeland Security
and the recently released National Strategy for Homeland Security?
What legal, constitutional, or civil liberties concerns do
current or prospective homeland security measures or operations
raise? What is the proper role of the U.S. Armed Forces in
homeland security? What can the private sector and the scientific
and technical communities contribute to enhancing homeland
security and what are the costs and risks of some of these
efforts and technologies? For more information, including
presentations, please go to the website.
