| Force Transformation is
an important component of our national security strategy; therefore,
the National Defense University seeks to develop a leadership position
in the study of Force Transformation.
The Office of Force Transformation was established to provide assessments
to the Secretary of Defense on transformation progress while simultaneously
highlighting and examining new technologies and capabilities, new
concepts, and new organizational constructs. OFT also was tasked
to assist in developing force transformation strategies. Perhaps
most ambitiously, OFT has been charged to seek ways to affect the
cultural change that is at the heart of transformation. A key strategy
for the latter effort is the Education for Transformation Initiative.
Central to this initiative is the establishment of Transformation
Chairs at each major DoD learning institution. The objective is
to establish an authoritative champion for transformational studies
at each institution to assist in creating courses, spurring research,
and helping to infuse existing curriculum with transformational
considerations. The intent of OFT is to create a network of educators
who are resourced and have the incentives to collaborate in the
development and offering of cutting edge courses on fundamental
elements of transformation.
The Transformation Chair was created in 2005. Duties of the Transformation
Chair are:

Actively collaborate with other Transformation
Chairs and OFT on all matters related to education for transformation.
This includes, but is not limited to, participating in quarterly
meetings of all Transformation Chairs; assisting in development
of short courses in other areas; identifying subject-matter
expertise and existing curriculum within NDU that might assist
others in Short Course Development; and coordinating for subject-matter
experts from NDU and the national capital region to support
development and deployment of Transformation Short Courses as
required; |

Develop curriculum for and teach courses on Force Transformation
at the National War College and the Industrial College of the
Armed Forces; |

Organize and lead the Force Transformation presentations at
the CAPSTONE courses at NDU; |

Act as an agent for knowledge creation by serving as OFT’s
focal point for NDU’s participation in the Transformation
Research Program; |

Perform research and publish to expand the knowledge base
of the field of Force Transformation; |
 |
Within ninety days of appointment as the Force Transformation
Chair at NDU, select a specific OFT-designated transformation
focus area in which to become the transformation chair of excellence
and focal point amongst the established network of educators.
Within one year, develop and deliver a Transformation Short
Course (3-4 days) using NDU resources on the selected subject
for an audience of 25 to 30 persons determined in collaboration
with OFT; |

Co-ordinate efforts across schools to teach and research in
the area of Force Transformation at NDU; |
 |
Maintain close contact with the OFT chairs at other defense
education institutions and ensure that research and curriculum
materials are shared; |

Host one annual meeting of Transformation Chairs at NDU; |
 |
Attend a minimum of one transformation-related symposium/colloquium
per year. |
