1. William C. Bodie was a Senior Fellow in the Institute for National Strategic Studies at the National Defense University when he wrote this article. Currently he is Director of Executive Communications with Northrop Corporation. Former positions include Chairman of the Manhattan Institute Seminar on International Affairs (1990-1992), Program Officer for National Security Studies at the Smith Richardson Foundation (1987-1990) and Research Coordinator at the National Strategy Information Center (1982-1987).
