ABOUT THE AUTHOR

John A. Cope, Jr., is the Senior Fellow specializing in Western Hemisphere affairs at the Institute for National Strategic Studies (INSS), the interdisciplinary research component of the National Defense University. He has held this position since June 1992, initially as a senior military fellow before his retirement from the Army in July 1994 after more than 30 years of service, and then as a civilian research professor. Previously he was the Military Assistant to the Assistant Secretary of State for Inter-American Affairs.

As the Senior Fellow for the Western Hemisphere, Mr. Cope has testified before Congress and published the chapter on the region in the INSS Strategic Assessment 1995: U.S. Security Challenges in Transition. He is currently working on articles in the Western Hemisphere, plus a chapter for the Strategic Assessment 1996.

Mr. Cope graduated from the U.S. Military Academy and holds a master of Arts degree from Duke University.
