Richard E. Hull, who retired from the Federal Government in 1997, spent his career working on international matters in the legal offices of the Departments of Treasury and Commerce and as General Counsel of the U.S. Federal Maritime Commission. He also practiced international trade law at several law firms.

 Mr. Hull, who researched and wrote this paper while a Visiting Fellow at the Institute for National Strategic Studies, graduated from Dartmouth College and Harvard Law School, where he majored in international law.
