ABOUT THE EDITORS 

Commander Frances Omori, U.S. Navy, is the Branch Chief for Countermeasures at the Defense Threat Reduction Agency.  Commander Omori was a Senior Military Fellow at the War Gaming and Simulation Center, Institute for National Strategic Studies, National Defense University, when she edited this volume.  Her areas of specialization are counterproliferation, terrorism, arms control and disarmament, weapons of mass destruction, ballistic missile defense and information warfare.  Commander Omori was graduated from the University of Northern Colorado, where she earned B.A. and M.A. degrees. 

Mary A. Sommerville is an editor for the NDU Press, Institute for National Strategic Studies, National Defense University.
