Challenges of the Global Century AcknowledgmentsThis report is a product of an 18-month research project on globalization and national security conducted by the Institute for National Strategic Studies (INSS) at the National Defense University and sponsored by the Department of the Navy. The report was prepared by three of the project leaders--Stephen J. Flanagan, Ellen L. Frost, and Richard L. Kugler--and reflects their assessments and recommendations. It draws on efforts by a diverse group of scholars and analysts who contributed to a two-volume work entitled The Global Century: Globalization and National Security (which is reproduced in its entirety on the CD-ROM at the back of this publication). Their involvement in various aspects of this project is gratefully acknowledged. For their support and wise guidance, special thanks are due to former Under Secretary of the Navy Jerry M. Hultin and to Deputy Under Secretary of the Navy Charles P. Nemfakos, as well as to their staffs, especially Captain Kenneth Milhoan, USN. Harlan K.
