About the Authors


Stephen J. Flanagan is the director of the Institute for National Strategic Studies and vice president for research at the National Defense University. He has served in senior positions with the National Security Council, Department of State, National Intelligence Council, and U.S. Senate. Dr. Flanagan also has held positions at the Kennedy School of Government at Harvard University and the International Institute for Strategic Studies. Dr. Flanagan is the author of NATO's Conventional Defenses.

Ellen L. Frost is a visiting fellow in the Institute for International Economics. She has served as Deputy Assistant Secretary of Defense for Economic and Technology Affairs and as counselor to the U.S. Trade Representative. Dr. Frost is the author of Transatlantic Trade: A Strategic Agenda and For Richer, For Poorer: The New U.S.-Japan Relationship.

Richard L. Kugler is a distinguished research professor in the Institute for National Strategic Studies at the National Defense University. He formerly was a research leader at RAND and a senior executive in the Department of Defense. Dr. Kugler is the author of many books and studies including Commitment to Purpose: How Alliance Partnership Won the Cold War.

 
 
 

 

The National Defense University (NDU) is a joint professional military education institution operating under the direction of the Chairman of the Joint Chiefs of Staff. Its purpose is to prepare military and civilian leaders for service at the highest levels of national defense and security. The major components of NDU include the Industrial College of the Armed Forces, National War College, Joint Forces Staff College, Information Resources Management College, Institute for National Strategic Studies, Center for Hemispheric Defense Studies, African Center for Security Studies, and Near East-South Asia Center for Security Studies.

The Institute for National Strategic Studies (INSS) conducts strategic studies for the Secretary of Defense, Chairman of the Joint Chiefs of Staff, and unified commanders in chief; supports national strategic components of NDU academic programs; and provides outreach to other governmental agencies and the broader national security community.

The Publication Directorate of INSS publishes books, monographs, reports, and occasional papers on national security strategy, defense policy, and national military strategy through National Defense University Press that reflect the output of university research and academic programs. In addition, it produces Joint Force Quarterly, a professional military journal published for the Chairman of the Joint Chiefs of Staff.
