Acknowledgments

 

This volume is the product of a research project on the maritime implications of globalization sponsored by the Department of the Navy and carried out by the Institute for National Strategic Studies (INSS) at the National Defense University (NDU). While not intended to be “the third volume” of the previous INSS study, The Global Century: Globalization and National Security, it fits closely with the themes of that earlier work and greatly benefits from previous insights. The earlier work was the brainchild of former Under Secretary of the Navy Jerry MacArthur Hultin, who also deserves credit for inspiring this continuation. Current Under Secretary of the Navy Susan Livingstone also provided encouragement. The continuation of the project was due to the unflagging support of former Deputy Under Secretary of the Navy Charles Nemfakos, who recently retired after over 30 years of Federal service. Many individuals on Mr. Nemfakos’ staff made contributions, most notably Captain Kenneth Milhoan, USN, and Captain Kip Nicely, USN, who served as project supervisors on the Navy’s end. Rear Admiral Stephen G. Smith, USN, Director, Office of Program Appraisal, Office of the Secretary of the Navy, also provided guidance for the overall project.

Under the leadership of NDU President Vice Admiral Paul G. Gaffney II, USN, the project was supervised at INSS by Stephen J. Flanagan, NDU Vice President and Director of INSS, and James A. Schear, INSS Director of Research. Richard L. Kugler, INSS distinguished research fellow, and Ellen L. Frost, visiting fellow at the Institute for International Economics—who were the editors of The Global Century—provided sound advice and assistance. Kimberley L. Thachuk, INSS scholar and one of the chapter authors, graciously consented to manage the project budget during the transition from the earlier work and was a participant in many of the key decisions about the project. Deborah Jefferson of INSS also performed financial management, along with Captain Donald D. Mosser, USN (Ret.), INSS dean of administration. Administrative support was provided along the way by INSS senior military fellow Captain Jerry Faber, USN, Linda B. Vaughn, Brenda D. Bennett, and Crystal Crump.

Robert A. Silano’s team at NDU Press did the technical editing and publication management. All members of the press participated, including William R. Bode, George C. Maerz, Lisa M. Yambrick, and Jeffrey D. Smotherman.

Esther A. Bacon of INSS deserves vast credit for keeping this project afloat. As analyst, research associate, colloquium coordinator, and keen observer of the humorous ironies that befall such projects, she made valuable contributions on a daily basis—while performing a host of tasks for her many other bosses.

As editor, I am indebted to all the chapter authors, as well as the many participants in our colloquium series who provided commentary, discussion, and feedback. Many, many people provided advice and support. On a personal level, I am grateful to my parents, Sam and Anna Tangredi, for strongly encouraging me to write extensively during my formative years, and especially to the one who encouraged, inspired, and strengthened me throughout the editing of this volume—my lovely and insightful wife, Reverend Deborah L.H.
