At the conference at the National Defense University (September 16-17, 1998), Dr. Sergei Kortunov pointed to the widely spread phenomenon in Russian political mentalitythe feeling that Russia's major concessions to the West at the end of the Cold War (like re-unification of Germany and military withdrawal from the territories of former Warsaw Pact allies) have not been adequately "paid off." Indeed, considerably more significant assistance was expected from the world community.
