The Africa Center for Strategic Studies and the Center for Complex Operations are pleased to invite you to a conference examining the current situation in Sudan leading up to the referendum and to discuss possible post-referendum scenarios and their implications for the region.

The referendum on self-determination is a fundamental part of the Comprehensive Peace Agreement (CPA), originating from theMachakos Protocol signed in 2002. The referendum is scheduled to be held January 9, 2011, six months before the scheduled end of the CPA in July 2011. The outlook for the referendum is being shaped mainly by Sudan’s two ruling parties, their negotiations, the technical preparations and public opinion. The conference will also examine U.S. government policy, and conclude with an assessment of the positions of other key stakeholders (NGO Community and Congress).

Special Envoy to Sudan, Maj. General Scott Gration (ret.) will be the keynote speaker for the conference. For more information on speakers see attached draft agenda.

Lunch: A light lunch will be provided in the Lincoln Hall South Atrium.

Dress/Uniform:  Business Casual or Military Equivalent (ACUs/BDUs acceptable)
