David Gurney is the Director of National Defense University Press. In his capacity as a Senior Research Fellow at National Defense University he is the editor of two national security journals, Joint Force Quarterly and PRISM. His previous assignments include: Deputy Director of Operations (J35) at United States Southern Command; Commanding Officer, Marine Attack Squadron 513; Regional Plans Officer, Marine Forces Atlantic; Operations Officer (J3) Joint Task Force Panama; Officer in Charge, AV-8B Harrier Detachment, USS Belleau Wood, 31st Marine Expeditionary Unit; Executive Officer, Operations Officer, Aircraft Maintenance Officer, and Intelligence Officer for three Marine Attack Squadrons and Marine Observation Squadron Two. As a First Lieutenant, he was privileged to join the 3rd Battalion, 5th Marine Regiment, 1st Marine Division as a forward air controller. He served in the Vice President’s "Task Force against Drugs" and has planned or participated in numerous interagency and multinational operations, including: "Willing Spirit" in Colombia, "Eastern Access" in Vieques, Puerto Rico; "Secure Tomorrow" following the resignation of President Aristide in Haiti; and "Firm Vigilance," concluding the transfer of the Panama Canal and associated infrastructure to the Republic of Panama. His career encompasses three years of overseas service, including assignments in the Far East, the Caribbean, South and Central America. Col Gurney graduated with a BA in Political Science from California Polytechnic University, San Luis Obispo and holds two graduate degrees: MA, Airpower Art & Science, USAF School of Advanced Air and Space Studies; and MS, National Resource Strategy, Industrial College of the Armed Forces.
Jeffrey D. Smotherman, PhD

Jeffrey D. Smotherman is Executive Editor of National Defense University Press at the National Defense University, Washington, DC. Dr. Smotherman, a writing and argumentation expert, has a decade of editing and publishing experience in the fields of national security strategy and national military strategy. He taught at Middle Tennessee State University as an adjunct professor and at the University of New Mexico before coming to Washington, DC. He holds a Ph.D. in classical and modern rhetorical theories, the ethics of persuasion, stylistics, and Modern English and Irish literatures; an M.A. in American Indian contemporary fiction and composition theory; and a B.S. in applied mathematics.

George C. Maerz is a writer-editor with considerable experience in publications management, scholarly publishing, and printing production. He served in the U.S. Army as a publications and intelligence officer. As a civilian, he edited publications for the U.S. Army Combat Developments Command, the Concepts Analysis Agency, the Industrial College of the Armed Forces, and the National War College. With NDU Press since its inception in 1978, Mr. Maerz helped develop NDU Press publishing programs and has edited scores of titles on military, defense, and national security topics. He researched, contributed to, and co-edited Measures Short of War: The George F. Kennan Lectures at the National War College (NDU Press, 1992). He earned a BA in English from Loyola University, Baltimore, and was awarded the Carrell Gold Medal for highest GPA in English, and has completed several graduate courses in English at Georgetown University.

Calvin B. Kelley is the Senior Copy Editor of Joint Force Quarterly. He has been with JFQ since its inception in 1993. Before that, he was on the academic team of National Defense University’s National Security Management Course, visiting seminars nationwide and serving as an editor in the Blue Book series of national security texts. In advance of his arrival at the National Defense University in 1980, he was Editor of the First Army Recruiting and Retention Bulletin, where he covered events and conducted interviews throughout the First Army area, from Maine to Puerto Rico. He began his Federal career in the now-defunct Civil Aeronautics Board. Mr. Kelley holds a BA in journalism from Brigham Young University.

Lisa Yambrick is the Book Review Editor of Joint Force Quarterly and a Writer-Editor for NDU Press. Prior to her arrival at NDU in 2000, she was a foreign denial and deception analyst and editor at the Defense Intelligence Agency. Ms. Yambrick served in the U.S. Army as a Russian linguist and electronic signals interceptor with the 101st Military Intelligence Battalion, 1st Infantry Division. She has also taught military history at Valley Forge Military College. She holds a Master of Arts degree in Russian and Soviet History from Villanova University.

Martin J. Peters, Jr. is the NDU Press Production Supervisor. Jimmy Peters, as he is known, is a native of Northern Virginia and began his affiliation with NDU Press in 1993 as a writer/editor during the founding of Joint Force Quarterly. Previously he was Senior Editor at the Small Business Administration, Public Affairs Directorate. His career in printing and publishing has spanned over 40 years. Prior to Federal service, Mr. Peters spent over 23 years employed in various aspects of newspaper business. His background encompassed advertising design and sales, police and courts reporter, news and sports photographer, sports editor, news editor, circulation manager, production manager and general manager. Mr. Peters earned seven Virginia Press Association writing and photography awards. He experienced five years with USA Today production department as compositor, day-shift composing room supervisor which included startup of USA Weekend magazine, USA Today, Bonus sections, and the inception of the USA Today international edition. He moved night composing room supervisor for USA Today daily domestic edition. He was one of a few local residents to be brought into the Gannett Corporation at that time. Mr. Peters served tours at Stewart AFB, NY, Korea, and Germany from 1969-72 in the U.S. Army.

Tara J. Parekh is the Visual Design Editor of NDU Press. She holds a Master of Arts degree in Digital Photography from Savannah College of Art and Design, and a Bachelor of Science degree in New Media Publishing from Rochester Institute of Technology. Tara has previously worked as a Visual Information Specialist for the United States Government Printing Office.
