The United Nations faces severe difficulties in raising military forces to deal with Rwanda-like crises. Two approaches have been raised to deal with the situation. The first, by Secretary-General Boutros Boutros-Ghali, recommends formation of earmarked national contingents (a reserve force) that would be available on standby to the Security Council. A second approach, put forth by General Maurice Baril, the secretary-general's military adviser, and others proposes creation of a permanent UN rapid reaction force or "fire brigade". Early adoption of these proposals by the major powers, particularly the United States, is problematic. However, several initiatives outlined in this report could enhance UN capabilities in responding to emerging crisis situations.
