A conference on the Target 2015 Military Operational Environment was hosted by the Institute for National Strategic Studies in February 1995. This paper does not summarize the conference as such, but uses many of the discussion points to illustrate a salient, recurring, thematic question against what kind of threat should U.S. armed forces be oriented?
