National Defense University Joint Operations Symposium

Implementing the 2006 Quadrennial Defense Review (QDR)

March 16-17, 2006

National Defense University

Fort Lesley J. McNair, Washington, D.C.

The Secretary of Defense shall every four years, . . . conduct a comprehensive examination . . . of the national defense strategy, force structure, force modernization plans, infrastructure, budget plan, and other elements of the defense program and policies of the United States with a view toward determining and expressing the defense strategy of the United States and establishing a defense program for the next 20 years."

Sec.118, Chapter 2 of title 10 USC.

The Quadrennial Defense Review serves as the foundation for developing the long-term national defense strategy of the United States and will set a direction for further transformation of the Armed Forces.  The 2006 QDR comes at a critical time and responds to a security environment fundamentally different than envisioned during preceding reviews.  The threats and challenges are wide ranging, the analyses more difficult, and the solutions more complex – many involve missions and activities well beyond the Defense Department's purview and require integrated interagency actions.

This symposium seeks to illuminate and promote informed discussion of the issues the QDR addressed, its major recommendations, and the challenges ahead in adapting the U.S. defense strategy and posture.  Featured speakers include senior officials involved in managing the QDR, Members of Congress and their staff, and a wide range of defense experts.  This symposium will be of interest to specialists in national security affairs in and out of government, military officers, the diplomatic and attaché corps, and members of the media.
