REAR ADMIRAL JAMES D. McARTHUR, JR., U. S. NAVY

Admiral McArthur is Deputy Director for Strategy and Policy, Joint Staff (J-5). He graduated from the U. S. Naval Academy with a Bachelor of Science Degree. Following commissioning, he served in USS CALOOSAHATCHEE (AO 98) for ten months prior to entering flight training. He was designated a Naval Aviator and reported to VF-124 as an F-14A replacement pilot. Admiral McArthur arrived at his first fleet squadron, VF-21 1, and deployed twice to the Western Pacific/Indian Oceans in USS CONSTELLATION (CV 64). After three and one half years, he returned to VF- 124 as an Instructor Pilot and Landing Signals Officer. He returned to the fleet with VF-1, and deployed in USS RANGER (CV 61) and USS KITTY HAWK (CV 63). Admiral McArthur was then assigned to the Office of the Chief of Naval operations for Strategy, Plans, and Policy (OP-60). It was there that he was selected for operational command. He reported to VF-24 as Executive Officer, and assumed command of the squadron. Upon detachment, he reported to Carrier Air Wing FIFTEEN as the Deputy Commander. The Admiral transferred to the Bureau of Naval Personnel to become the Head, Aviation Commander Assignment Branch. Following the BUPERS tour, he took command of Carrier Air Wing ELEVEN embarked in USS ABRAHAM LINCOLN (CVN 72). Following a deployment to the Arabian Gulf and Somalia, he was reassigned to Washington, DC. He served briefly as the Head, Aviation Officer Distribution/ Aviation Captain Assignments (PERS 43) and was selected to serve as Executive Assistant to the Vice Chief of Naval Operations. Admiral McArthur became the Executive Assistant to the Chief of Naval Operations. He assumed the position of Deputy Director for Strategy and Policy, Joint Staff (J-5). Rear Admiral McArthur has over 1100 arrested landings and 4300 flight hours.
