Provides direct, expert advice and support to the DCI on worldwide strategic and nuclear programs and forces, including those in Russia and China, ballistic and cruise missile programs and forces worldwide, and nuclear weapons and programs worldwide; leads the Intelligence Community to provide estimative, timely, and tailored support and authoritative interagency assessments to senior policymakers and warfighters on national security issues; evaluates the adequacy, of Community collection and analytical efforts and ensures that national needs are addressed in program and budget processes, and fosters outreach and communications to bring intelligence and open source expertise together on national needs.

2/97- Special Assistant to the DCI for Persian Gulf War Illnesses Issues

Manages a Task Force of up to 50 employees from across the Community to address all intelligence aspects related to Gulf war illnesses issue. Including: testifying before several Congressional Committees; holding press conferences and media interviews; participating in interagency fora to develop and coordinate policies; modeling the potential exposure from the demolition of chemical munitions; implementing a comprehensive communications strategy with veterans, government offices, and the media; analyzing relevant information; reviewing and conducting broader intelligence searches; passing classified material to DOD and others; and managing declassification efforts.

7/92-2/97 Deputy Director, DC1 Nonproliferation Canter

Helped supervise the chiefs of 9 groups totaling over 100 employees; chaired the Community Nonproliferation Committee; advised the DCI and DDs on the IC's involvement in national strategies; and served as Director as needed.

7/99-7/92 Deputy Assistant Secretary of State (Politico-Military Affairs)

Supervised the directors of 2 offices; served as principal advisor to the Assistant Secretary and Under Secretary for International Security Affairs on arms control and an the elimination of the Argentine/Iraqi/Egyptian Condor II missile; directed and implemented comprehensive arms control programs and policies (INF, DST, START, START 11, CFE, TTBT, etc.); and served as Acting Assistant Secretary as needed.

6/88-7/89 Acting Director, 001we of Strategic Forces Analysis (SFA)

Bureau of Intelligence and Research (INR), State Supervised 2 divisions on arms control, nuclear and missile proliferation and foreign strategic forces. Coordinated with the intelligence and policy communities on national objectives, and led US delegations to foreign countries.

12/85-6/88 Chief, Strategic Forces Divisior4 SFA/INR

Supervised analysts working on arms control, missile proliferation, and foreign strategic forces; represented the Bureau during START and INP drafting and coordination; led intelligence support for US WF ratification efforts, including directly to Secretary Shultz and various Ambassadors during testimony; briefed Senators on monitoring capabilities and intelligence issues; and drafted parts of the NEE on monitoring. Received the Department of State's Superior and Meritorious Honor Awards and Medals for these efforts.

Analyzed foreign missile systems and issues surrounding START, INF, Defense and Space, and nuclear testing talks, missile procurement and proliferation, verification and monitoring, including arms control compliance, and 15-year projections of Foreign strategic forces; trained new analysts; and tasked collection system
