"Terrorism - The Role of the Military: Now and Tomorrow"

The annual National Defense University Topical Symposium was held at Fort Leslie McNair, Washingon D.C. on November 17 and 18, 1998. The symposium titled "Terrorism - The Role of the Military: Now and Tomorrow" analyzed one of the most pressing concerns that will affect our militarys global security role in the 21st century. Our purpose was to identify and clarify the proper role of the U.S. military establishment in the national strategic effort to combat terrorism. The symposium's objectives were: (1) to understand the current nature of the terrorism threat; (2) to understand the national policy on terrorism and the law; (3) to understand how the interagency process works to include definition of lead agency responsibilities and the roles of various government agencies; (4) to identity current military participation in counter-terrorism and explore the potential for expansion in the future; and (5) to create a forum for presentation of Service and CINC initiatives on combating terrorism.

- How do you deal with force protection today? Tomorrow? What are the operational impacts of force protection?
- What should be the role of the military in combating terrorism abroad?
- What is the military role in combating terrorism at home? e.g. attacks against the UN or the St Louis arch, a 72 Munich Olympics type of attack, or release of poison gas in the New York subway system?
- How should the consequence management role best be accomplished?
