Relevant Professional Experience:
Dr. Downes spent thirteen years as a New Zealand Defense Force staff member, completing service as SES-1 Military Policy Development Adviser to the Chief of the Defense Force. In her academic career, she served twelve years as a research academic scholar, with appointments at Harvard University’s Center for International Affairs, the University of Melbourne Australia, and the Defense and Security Studies Center, Australian National University.
Scholarship:
Dr. Downes has published and presented widely during her academic career. Her recent book chapters and journal articles have focused, in part, on knowledge transfer within organizations and reforming defense management, including “Network Centric Process Concepts” and “Rethinking Conventional Roles and Postmodern Militaries: Implications for Structures, Leadership and Ethos.”
