Relevant Professional Experience:
Dr. Mattern’s Air Force career began as a software design engineer on the Air Launched Cruise Missile and Advanced Wild Weasel programs at the Aeronautical Systems Division, Wright-Patterson AFB, OH. He competed and was selected for an Air Force Health Professions Scholarship to The Ohio State University College of Optometry. Having served around the world in numerous clinical optometry assignments including Korea, Hawaii, Europe, and one aboard the Navy Hospital Ship Mercy, he was appointed by the U.S. Air Force Surgeon General as his Chief Consultant for Clinical Optometry. He completed his 26-year Air Force career as a Colonel in Medical Systems IT where he was the Program Manager of $600M ACAT 1A Medical Executive Information/Decision Support System. Dr. Mattern guest lectured at the IRM College on eHealth and came on as a faculty member in 2002.
Scholarship:
Dr. Mattern has written articles and/or made presentations on net neutrality, WiMax technology, the conflict between software development and funding lifecycles, performance based contracting, eHealth, executive information/decision support systems, and numerous clinical issues in optometry.
