Mr. Higgins joined the National War College Faculty in July 2011. He is a career civil servant with over 30 years of experience at the National Geospatial-Intelligence Agency (NGA) and predecessor organizations. His experience includes deployments to Afghanistan providing NGA representation and support to NATO and ISAF joint commands. Formerly, Mr. Higgins served as the Deputy Director of NGA’s Office of Military Support, charged with the responsibility of fielding NGA support elements to the military services. From 1999 to 2005, Mr. Higgins served as the NGA Support Team Chief at U.S. Joint Forces Command, providing critical leadership during the standup of NORTHCOM, and providing intelligence and combat agency support to operations Noble Eagle, Iraqi Freedom, and Enduring Freedom.

Mr. Higgins holds a Master’s of Science Degree from The Ohio State University in Geodetic Science; and a Master’s of Science Degree in National Security Strategy from the National War College (‘06) with an Information Strategies Concentration certificate.
