Ms. Vivian Walker

Dr. Walker, a Senior Foreign Service Officer with the rank of Minister Counselor, joined the Department of State in 1988 and has served as a Public Diplomacy officer in Morocco, Tunisia, Haiti and Kazakhstan (with coverage of Turkmenistan and Tajikistan).  In addition she directed the Office for Public Diplomacy for the European Bureau in the Department of State.  As the State Department Senior Fellow on the US Atlantic Council, she led the first interagency discussion of public diplomacy post 9/11.  She has also served twice as a Deputy Chief of Mission, in Armenia and Croatia.  Most recently, she served as the Regional Border Coordinator at the US Embassy in Kabul. 

Dr. Walker speaks French, Russian and Croatian.  She graduated from Georgetown University’s School of Foreign Service and earned her doctorate in English language and literature from the University of Chicago.
