Installation Access Procedures for AY26 Graduation

In coordination with JBM-HH, the following reflects the agreed installation access procedures for the 11 June Graduation Ceremony ONLY.

Basic principles:

  • All visitors, 18 years or older, without a DOD issued ID Card / CAC must apply for and be granted access to the installation. *Under 18 must be accompanied by a registered Adult.
  • All visitors who have been granted access, will not be required to complete additional AIE enrollment at the Visitor Control Center.
  • All Visitors will be required to present the same credentials they used to request access.
  • If a visitor does not have a real id, they may still register, however, they will need to present a second form of identification to gain access.
  • To avoid any delays and bottlenecks at the gate, if any guest has not received an approved notice for installation access, they should not attempt to gain access through Visitor Control Center or in-line vetting on the day of the event.

US Citizens (no DOD US ID / CAC) must register online:

  • JBM-HH has established a special link for the NDU Graduation: https://pass.aie.army.mil/?b=usa&i=jbmhh&e=2187WPP3 
  • This link will need to be disseminated to the US students and invited guests.
  • Unique to this link is the ability for sponsor or individual to complete the form on behalf of multiple guests. However, required individual-unique information must be provided. Required information includes: Full Name; Date of Birth; Sex; Social Security Number; Mobile Phone Number; and Driver's License (or State Issued ID Card) Number, State and Expiration Date. 
  • Process works similar as existing online registration system:
    • Status of request will go to each individual’s registered mobile number via text. If disapproved individual should contact the number provided on text message.
    • If approved, pass will be digitally tagged to license / state issued ID.
    • Each guest will present license / state ID for scanning at the gate.
  • Guests can register 3-15 days prior to the event.

International Guests (no DOD Blue-line US ID / CAC):

  • ISMO has agreed to process international guests.
  • NLT 22 MAY, international students must provide to ISMO (POC: Ms. Maura Turner) a complete packet for each individual guest. The packet must include:
    • JBM-HH 190-16x with Section A blocks 1-13 on page 1 completed and a physical signature of the guest in section C on page 2.
    • A copy of passport & VISA / ESTA.
  • To minimize processing requirements at NDU and JBM-HH, invited Ambassadors, not fully credentialed attaches, and other official foreign dignitaries should apply for access using the standard Foreign Visitor Request System.
